Express your concern and let them know you care. You can start by sharing how you've noticed their mood and behavior have changed.
You can also explain that therapy is a safe and confidential space to talk about their feelings.

What other ways can you encourage a depressed person to visit a therapist?
 
Sadly, it's impossible to advice someone who's depressed to go and see either a good psychiatrists, therapists or general physicians because they will never open up to you. Unless, it's a family member or a very close friend, it's when they will open up if they trust the person.
